Phase 1: Partner Selection

Load references/affiliate-compliance.md for partner playbooks.
Confirm which partner the content is for. If not specified, ask the user.
Load the partner-specific playbook section which includes:
- Product/service to promote
- Key selling points and approved claims
- Affiliate link or discount code
- Commission structure (for internal reference only, never share publicly)
- Content restrictions (what NOT to say)
- Past performance data (if available)
Verify the partner is on the active partners list. If not, flag to the user.
